Beyond clients and citizens: Making claims in rural India

• Rural Indians cannot rely on official procedures to obtain social welfare entitlements. The rural poor make claims local politicians access welfare. Claims-making by people in India combine elements of 'clientelism', 'citizenship' and 'political society'. An agonistic account claims-making recognises its heterogeniety while appreciating the importance both consent contestation.
